Pavel Shincariuc was born on February 25, 1984 in the village of Slobodzeya in a working class family. He graduated from building school in "auto mechanic". Since 2003 - the Deputy Director of "Tviral." In March 2005 he was elected to Slobodzeya City Council. In 2010, he graduated from the Moscow Institute of Entrepreneurship and Law. He is a Bachelor of Law. In 2010, newly elected to the Council of People's Deputies Slobodzeya and Slobodzeya district. Awarded the honorary title of "Man of the Year - 2014" in nomination "public figure." November 29, 2015 he was elected as a deputy of the Supreme Council. During the second plenary session of the Supreme Council of the VI convocation, held on December 28 2015 Pavel Shincariuc was elected as deputy chairman of the parliamentary committee on public associations, sports, information and youth policy.
