The work of the Youth Parliament

Regular plenary session of the Youth Parliament, a consultative and advisory body under the Supreme Council of the Pridnestrovian Moldavian Republic, was held in the form of a videoconference on the Zoom platform on Saturday, the 18th of June.

The plenary session of the young parliamentarians began with the question of replenishing the composition. A competition was announced for two vacant seats from the Pridnestrovian State University as part of the Youth Parliament in March of this year. Candidates were considered by a special commission, they were looking for active and enterprising young men and women with experience in implementing a variety of projects. The most deserving ones were chosen in the end. Anastasia Sergienko, a student of the Faculty of Economics of the Pridnestrovian State University, a candidate for master of sports in rowing, takes an active part in the scientific and creative life of both her native university and the whole republic. She participated in several events organized by the Youth Parliament, was in the personnel reserve. Anastasia Sergienko as a member of the Youth Parliament will work as a member of the Committee on Legislation and Protection of Youth Rights. Another new member of the Youth Parliament is Diana Denisyuk, a student of the medical faculty of Pridnestrovian State University, who also previously served in the reserve of the Youth Parliament. Having learned about the competitive recruitment, she immediately decided to apply. Diana Denisyuk will be a member of the Committee on Social Policy, Health, Labor, Family and Childhood.

The new members of the Youth Parliament expressed their readiness for active and fruitful work.

The main issue of the plenary session was the initiative to amend the PMR Law “On Personal Income Tax”. Young professionals are provided with a tax deduction in the amount of 70 minimum wage in Pridnestrovie today. According to the current legislation, a graduate of a university, college or technical school in the first 3 years of work is recognized as a young specialist. However, there are shortcomings in the mechanism for providing such a tax benefit in practice, according to the Youth Parliament.

There have been situations when graduates, having studied for two years in a master's program, found out during employment that instead of the prescribed three years, they can receive a tax deduction for only one year in practice.

Young parliamentarians propose to grant the right of tax deduction within three years not only to bachelor's graduates, but also to master's graduates. Those bachelor graduates who did not find a job, but decided to continue their studies at the magistracy, will be entitled to a tax deduction for three years only after receiving a master's degree. According to the authors of the initiative, this measure will help support those young professionals who want to stay and work in Pridnestrovie after receiving higher education. The deputies of the Youth Parliament supported the law-in-draft unanimously. It will be sent for consideration to the profile committee of the Supreme Council soon.

The young deputies discussed the installation of information stands in the campus of the Pridnestrovian State University named after Taras Shevchenko during the plenary session. The Youth Parliament project is designed to help first-year students. They turned to the Department of Architecture and Design of the Bendery Polytechnic Branch of the Pridnestrovian State University for help in implementation. They developed several options for guide stands. They contain information about the location of the buildings of the Pridnestrovian State University, its branches, as well as the main city routes and public transport, with which you can get to the place of study. The final decision will be made by the university management. Young parliamentarians hope that information stands will appear on the campus by the beginning of the new academic year.
