A group of deputies consisting of Mikhail Burla, Viktor Guzun, Vadim Doni, Gregory Dyachenko, Vadim Kravchuk, Sergei Cheban acted as the collective author of the new law on public procurement in Pridnestrovie for the Pridnestrovian legal environment. It was adopted during today's plenary session in the second reading.
The main thing is what the law-in-draft is aimed at, so it is rational, efficient and transparent spending of budget funds. Every citizen of the PMR, in accordance with the Constitution, should know how, where and why his funds are being used, which come to the budget by paying taxes. In this regard, it is planned to gradually withdraw from tenders and come to conduct open electronic auctions in the form of an auction. The law-in-draft suggests that no procurement for the needs of the state will be carried out without it. This effective system is used all over the world.
In the period between the first and second reading of the new law on public procurement in Pridnestrovie for the legal environment of Pridnestrovie, 75 amendments were submitted to the profile committee for the development of entrepreneurship and industry. Earlier they became the subject of discussion among the participants of the working group, including representatives of the expert community.
To thoroughly study the numerous amendments, the deputies decided to leave the law-in-draft in the second reading mode, in order to accept it in its final form already at the next plenary meeting scheduled for July 11.
It is assumed that the new law "On public procurement in the PMR", aimed at saving public funds, will come into force on January 1 next year. Prior to this, in its development, the government will have to develop a number of by-laws.
