The Contradiction of Opinions

On January 25 of this year, the government prepared a law-in-draft on making an addendum to the law "On state pension provision of citizens" following a meeting with the activists of the NGO "Invalids of war - defenders of Pridnestrovie". The document is aimed at establishing social justice in terms of material support for all categories of citizens who lost breadwinners as a result of military events in Pridnestrovie in 1992 and on the territory of other states. The law-in-draft proposed to establish the right to receive a second pension by widows who had not remarried, and parents of deceased invalids as a result of military trauma received during the period of military operations during the defense of the PMR and in the territory of other states, and whose death was not connected with military trauma.

This category of persons may be granted pensions: by age (old age) or for long service, or by disability, and a survivor's pension (for a deceased person).

Widows of those killed in the course of hostilities, as well as those who died subsequently from received wounds, are entitled to receive survivor benefits. This provision is spelled out in various legal acts. There is one condition - women will have the right to social support, in case they do not remarry again. We made a new marriage - we lost the allowance. Similar rules apply in other states.

In the course of work on the law-in-draft, a member of the profile committee, Ilya Vasiliev, initiated an amendment to it. Its essence is reduced to the exclusion of the conditions for receiving benefits for widows who remarried.

Another opinion during the discussions that took place during the plenary session was made by the official representative of the government, First Deputy Minister of Labor and Social Security Oleg Fedotov. The same position is shared by Deputy Galina Antyufeeva.

According to Deputy Prime Minister Stanislav Kasap, the amendment introduced by Ilya Vasilyev is of a principled nature and contradicts the concept of the law-in-draft submitted by the government, as a result of which it cannot be considered by the deputy corps.

Taking into consideration the contradictoriness of the opinions voiced during the polemic, Deputies decided to remove the law-in-draft with the proposed amendment of MP Ilya Vasilyev from consideration and send it to the Legal Department of the Supreme Council for a conclusion.
