To privatize housing

The beginning of the working week in the plenary session of Parliament opened the discussion of the legislative initiative, proposed by the deputy of the Supreme Council Vitaly Kalin. The current in this sphere the legal framework (the Housing Code and the Law "On privatization of state (municipal) housing stock") establishes a direct ban on the free privatization of housing occupied by citizens under contracts of commercial hiring. Thus, they put in unequal conditions with those Pridnestrovians that occupy premises on the basis of the social contract of employment. This is a fairly significant portion of the population living in apartments and dormitories for 10-15-20 years. At one time, companies, local authorities provide them with housing, because of the need for qualified specialists.

The author of the legislative initiative offers a dwelling occupied by citizens under the contract of commercial hiring, enter in the field of privatization and equalize them with those who are free to privatize occupied housing on the basis of the social contract of employment. Deputy Vitaly Kalin supposes that any citizen has the right once in a lifetime to privatize housing issued to him in this case, if the continuous period of residence in the dwelling and single-family residential building on the basis of a commercial contract of employment is at least 15 years.

Head of the profile parliamentary committee on the state regional policy Oleg Vasilaty described the legislative initiative as "reasonable and necessary". His proposal for its adoption in the first reading, taking into account comments were unanimously supported by the deputies.
