Priorities identified

The law-in-draft “On the republican budget-2019” is the main issue on the agenda of today's plenary session. Parliamentarians continued to consider the document in the second reading mode. The law-in-draft received more than 130 amendments. As the head of the relevant parliamentary committee, Alexander Korshunov, noted, almost all legal entities of the legislative initiative joined the work on the budget. A number of amendments concerning socially significant state expenditures required detailed discussion.

In particular, the parliamentarians paid special attention to the issue of purchasing medical equipment. It is planned for these purposes to allocate funds from the capital investment fund. With the amendment - there is 31 million rubles. Without denying the need to update fixed assets, including the purchase of new ambulances, their equipment with cardiovascular equipment, parliamentarians called on the government to rationally spend budget funds.

Deputies supported the proposal to create an interdepartmental working group, which should determine the primacy of a particular procurement, how effectively the equipment that is available. According to the head of the relevant parliamentary committee Sergei Cheban, an indicator of the effectiveness of each purchase should be to improve the quality and availability of medical services for all categories of citizens.

Another important issue is the purchase of housing for orphans. Next year they plan to allocate 8 million rubles for these purposes. The mechanism of spending these funds deputies identified one of the amendments to the law-in-draft.

Among the socially significant expenses of the next year is assistance to certain categories of citizens. In the original draft of the legislation, the government proposed allocating 10 thousand rubles each to widows and parents of the dead defenders of the republic to improve housing and living conditions. It was proposed for the same amount to allocate for the repair of cars to disabled defenders. Without diminishing the significance of these expenses, the deputies agreed on the need for an individual approach.

According to the amendment, financial resources for these purposes remain in the draft budget. How they will be spent, in what amounts, the government should determine in each individual case.

At the same time, the main priority of the budget of the next year is the increase in wages to public sector employees and pensions. Growth is planned at an average of 7%.

As for utility tariffs, for citizens, they will remain at the same level. Taking into account the amendments considered, the law-in-draft “On the republican budget for 2019” was adopted by the Supreme Council in the second reading. The third reading, the subject of which are annexes to the draft law, determining target areas for spending, is scheduled for next Wednesday.
