Adoption in the final reading

20.03.2024

Deputies of the Supreme Council voted for the adoption of several legislations in the second final reading, the authors of which were deputies of the Committee on Legislation, Protection of the Rights and Freedoms of Citizens.

Amendments to the Code of Administrative Offenses were adopted, which gave the Accounts Chamber the authority to draw up administrative protocols for obstructing inspections (Article 17.8 of the Administrative Code). The Accounts Chamber could send materials to the Prosecutor's Office in case of such an offense previously; the control body itself did not have the right to draw up administrative protocols. Deputies of the Supreme Council Galina Antyufeyeva, Grigory Dyachenko, Oleg Petrik and Stepan Stepanov initiated changes to the Administrative Code to quickly take response measures. New powers are vested in the chairman of the PMR Accounts Chamber, his deputies, heads of inspections and inspectors. The law will come into force 14 days after the day of official publication.

Another amendment to the Code of Administrative Offenses was adopted at the plenary meeting, improving the legal regulation of the use of Nazi and extremist symbols in works of science, literature and art (Article 20.4 of the Administrative Code). A fine of up to 9 thousand rubles is prescribed for the use of such symbols. The violation of the law could include screenings of all documentaries and feature films, including war newsreels, as well as book illustrations, paintings, educational and scientific aids, photographs from museums that use Nazi paraphernalia or symbols in the general context of the history of the Great Patriotic War. Deputies of the Supreme Council Galina Antyufeyeva and Grigory Dyachenko proposed making appropriate changes in this regard, thereby legally allowing the use of Nazi or extremist symbols for educational and educational purposes, but on the condition that Nazism and extremism are condemned and not promoted. The law will come into force on the day following the day of official publication.

Amendments to the law “On advocacy and the legal profession in the PMR” were adopted in the final reading. The law-in-draft of Galina Antyufeyeva, Valery Babchinetsky and Grigory Dyachenko on improving the legal status of a lawyer in Pridnestrovie was supported. The law will determine that only a citizen of the PMR can be a lawyer. The law will come into force on the day following the day of official publication.
