The conciliation commission has to make the decision

The parliamentarians discussed the laws, vetoed by the president and directed to legislators for re-consideration. Among them there is the Law "On Amendments to the Law of PMR "On protection of citizens' health from exposure to environmental tobacco smoke and consequences of tobacco consumption", adopted by the Supreme Council on 20 May this year. Its author, Deputy Valery Chervonooky proposed to eliminate the provision that establishes a minimum distance from location of ​​educational organization, which prohibited retail sale of tobacco products. It was about 100 meters away in a straight line from the school to the point of sale. The motive for the veto of the document was that the close proximity of shops selling tobacco provokes the acquisition by minors.

Parliamentary Committee on Social Policy, Health, Labor, Family and Childhood proposed to overcome a presidential veto. Head of the Committee, Deputy Speaker Sergei Cheban explained that the current legislation enshrined measures prohibiting the sale of tobacco and tobacco products to minors, as well as their consumption by people under 18 years old, also introduced a ban on the involvement of minors in the process of tobacco consumption. The size of penalties for the commission of these offenses was increased. So, in April of this year, the size of the administrative penalties for the sale of tobacco and tobacco products to minors has been increased, today it is estimated up to 40 minimum wages - for individuals, for officials and entrepreneurs penalty from 40 to 90 MW, for legal entities - from 90 to 120 MW.

Another vetoed by the President Law, considered at the plenary session concerned the change in the law "On additional guarantees for the social protection of orphans and children left without parental care". The author of the initiative, deputy Vladimir Bodnar, offered to give these children the right to receive higher education in the training programs, bachelor's and master's degrees from the State budget. Earlier, at the plenary session, it was decided to establish conciliation commission on the vetoed document. A new version of the law has been offered in the course of its work. The document states that orphans and children left without parental care are eligible for the first time higher professional education at the expense of the state budget on training bachelors or second primary vocational or secondary vocational education in state (municipal) educational organizations within the approved admission quotas. The Commission has also decided to grant these categories of children entitled to free (at the expense of the state budget) for the higher professional education Master's degree programs if appropriate occupation for which was first obtained undergraduate education.
