The state policy of the Pridnestrovian Moldavian Republic in the social protection of persons with special needs is aimed at ensuring equal opportunities for persons with disabilities in the field of civil, economic, political and other rights and freedoms, which are provided for by the Constitution of the Pridnestrovian Moldavian Republic.
Having begun its work in 2019, the work of the state program "Equal Opportunities" lasted 3 years. The Ministry of Social Protection and Labor reported in the course of the plenary session on the implementation of the state program for 2019-2022. A number of changes were adopted during this time to the laws of the Pridnestrovian Moldavian Republic on the social protection of the disabled, Government Decrees and Orders of the Ministry of Education were issued.
1.052.000 rubles were allocated from the republican budget and 1.704.659 rubles from the local from the local budget for the implementation of the program. a Large amount of events and works were carried out during the work of the program. A comfortable environment was formed for the movement and life of people with limited mobility, ramps, congresses and the necessary infrastructure were installed in the most socially significant objects throughout the republic. More than 3700 disabled people were provided with prosthetic and orthopedic products, hearing aids and wheelchairs. Much attention was paid to the access of disabled people to education and work, the Ministry of Education included the topic “Inclusion in the education system” in all advanced training programs. Adults and children with disabilities were involved in cultural and educational events. The traditional festival of creativity of children and young people with disabilities "Tsvetik-Semitsvetik" was held for the 10th time in Dubossary. It was attended not only by teams from Pridnestrovie, but also by guests from Gagauzia. The mass media of the republic covered and continue to publish important topics, such as the rehabilitation of disabled children, social support for people with disabilities, measures for the adaptation and integration of disabled people into society, organizing leisure activities, improving the accessible environment and sporting achievements of Paralympic athletes. There were difficulties: problems arose in the acquisition of writing materials for training in Braille. It is necessary to import it in order to provide educational institutions with the necessary equipment in the Pridnestrovian Moldavian Republic, but this is not possible. Therefore, representatives of the Ministry of Social Protection turned to the Representation of Rossotrudnichestvo in Moldova for assistance.
The deputies had questions regarding a more rational use of the program funds. This applies to cases where the installed ramps do not meet the standards and their use is impossible.
All developments and comments will be taken into account in the future, because the program has not lost its relevance. The Ministry of Social Protection and Labor plans to submit to the Supreme Council law-in-draft on the extension of the Equal Opportunities state program for the next year.
