Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov gave an interview in which he commented on the important events of recent months and how they affected the situation in Pridnestrovie. They spoke about the priorities of the work of the Supreme Council and the importance of celebrating Victory Day.
How does the situation in neighboring Ukraine affect Pridnestrovie?
- First of all, I want to reassure our citizens. The PMR President Vadim Nikolayevich Krasnoselsky and all law enforcement agencies are monitoring the situation. The situation is under control today. It was complicated by the actions of some ill-wishers. The official websites of the President, the Ministry of Foreign Affairs, the Government, and the Supreme Council were blocked some time ago, but we are coping with these difficulties. There were terrorist attacks recently, after which the Security Council took a decision to introduce a red level of terrorist threat. There has been an information attack on Pridnestrovie in recent weeks, as I said. A lot of false information is provided in social networks to our citizens. Clones of the websites of public authorities and administration are being created, cyber attacks are being carried out on official information resources and there is a lot of unreliable information in various social networks. We are well aware that all these actions are aimed at escalating the situation, creating panic in our society, in every family. This is an attempt to destabilize the situation in the republic as a whole. The Supreme Council has repeatedly officially stated, and I will probably repeat myself: you need to trust only verified information from official sources. It's good that we live in the age of information technology and any information can be checked, double-checked, even if the official website of any department is blocked or attacked by a DDOS attack. Our Government bodies have their own channels in social networks in messengers, pages in social networks, through which, in principle, one can confirm this or that information.
What is happening now in the PMR economy?
We live in times of turbulence. There have been a lot of negative moments in our lives in recent years: this is the economic crisis and the pandemic. And now the events in neighboring states could not but affect the economy of our state. Indeed, the situation is getting worse. It worsens for a number of objective reasons. This is due to the violation of logistics, violation of contracts. It is no secret that we have an open export-oriented economy and we are very dependent on the situation in foreign markets. Given the change and complexity of logistics, routes for the delivery of raw materials and finished products, enterprises are experiencing quite serious difficulties, which, in general, not everyone can cope with.
Are there cases of refusal of contracts or cooperation?
- There are no direct refusals from contractual relations. There is a suspension of shipment of a number of goods due to the fact that the cost of logistics, in general, changes the cost of our products, and according to contractual relations, it does not fit. In this regard, a number of enterprises work for a warehouse and are looking for cheaper logistics ways. We traditionally have difficult relations with our neighbor, the Republic of Moldova along with the complexities of the global economy and global logistics. All the media have been talking about Chisinau's unfriendly steps for more than a month, including in relation to our importers of both medicines, raw materials for farmers, and raw materials for manufacturers. Negotiations on these points are underway. I am sure that a formula will be found to resolve all the accumulated issues, just as the formula was found to provide our Moldavian Metallurgical Plant with all the necessary documents to continue activities. It is clear that logistics is becoming more expensive and, accordingly, our products are becoming more expensive. This makes it less competitive on world markets, it reduces both the export potential of our producers and the reduction in tax revenues to the budget, which cannot but affect the total volume of the republican budget revenues. Despite all this, we are making joint efforts of the President, the Government and the Supreme Council to minimize the negative consequences that affect our economy, our producers and our budget.
Is the budget and social benefits under threat?
- According to the forecast, we will have certain shortfalls in the revenue part of the budget. I already spoke about it. We, seeing the negative situation and having calculated the revenue part of the budget, have taken a number of steps at the legislative level, at the sub-legislative level, to partially underfund a number of areas. First of all, it is connected with development funds. For a number of funds, funding has been suspended, in some cases, funding has been reduced, which allows creating a certain safety cushion for paying the state's social obligations in 2022 in full and on time. And this suggests that, according to our estimates, pensions, salaries and benefits will be paid in full and without delay.
What work is the PMR Supreme Council doing to stabilize the situation in the economy?
- A number of laws and amendments to laws, to current legislation have been adopted, a new law has been developed to support economic agents in the current situation. The PMR President, the Government, the Supreme Council worked on this law-in-draft jointly. I am sure that in the near future this law will be adopted and signed by the President, which will enable our economic agents and the state as a whole to work in a normal mode and replenish the revenue side of the budget.
About the interaction of the Supreme Council and the Government
- The PMR President, the Supreme Council and the Government are one team. We work and serve the people of Pridnestrovie. We are working to create a favorable life for Pridnestrovians, despite all the difficulties that I have already mentioned. This is the global economic crisis, and the pandemic, and events in neighboring countries. We try to create favorable conditions for the work of our economic agents, develop and adopt laws and amendments to them in accordance with modern realities. We keep up with the times. The laws require the development of by-laws, and here, in the opinion of our colleagues, in some cases it is necessary to work more quickly. In this regard, the deputies spoke on a number of lack of by-laws, or several adopted, so to speak, not in an expeditious manner. This does not mean that we are not one team. This suggests that those who do not work do not make mistakes. All mistakes can be corrected, and together we will get out of the difficulties that exist today. I am sure that joint work aimed at the development of our republic, our state, will lead to a positive result.
Priorities of the work of the PMR Supreme Council for 2022
- The Supreme Council works in accordance with the Strategy for the Development of the State until 2026 adopted by the decree of the President. The PMR President every year in January voices a message to the authorities, including the Supreme Council. It defines priority areas of work for the coming year. This is the Budget Code of course, the completion of work on the Tax Code, the development of a legislative framework for a phased transition to the organization of primary health care on the principle of a family doctor in 2022. The Parliament is engaged in the creation of legal mechanisms for regulating tariffs for water supply for irrigation in the context of the state program for the development of land reclamation. Very serious work continues to improve the norms of the law "On Procurement in the PMR", in order to increase the transparency and effectiveness of procurement for public needs. It is important to improve the law "On the Republican Budget" in the light of current realities. It is necessary to keep abreast and adjust the law on the republican budget almost every month in order to ensure that all the obligations of the state, primarily under socially protected items, are financed in full and on time.
There are rumors that the deputies left the republic after the red level of the terrorist threat was introduced… FAKE!
- The deputies of the Supreme Council, who work on a permanent basis, like the majority of citizens of Pridnestrovie, are in Pridnestrovie, work at their workplaces, work on draft laws that have been submitted to the Supreme Council, work on the generation of new legislations, study international practice on various questions. The Presidium of the Supreme Council decided to hold the next plenary session on May 18. This is due to the fact that we have quite big holidays - May 1 and, of course, the Great Victory Day on May 9. In order for everyone to have time to hold meetings of committees, to consider legislations in full, time is needed. Accordingly, the appointment of the date of May 18 has nothing to do with the situation in Pridnestrovie and has nothing to do with the fake about the departure of our deputies from the republic.
I want to ask Pridnestrovians again and again to be attentive to all the information that flows from all social networks, information platforms that is distributed in the information field. There is a lot of untrue information, the so-called fakes, and in this case, the main goal of informants, as I understand it, is to sow panic in our republic, to bring, perhaps, discord, perhaps confusion among our citizens. I ask you in this part to be vigilant and weigh the information that you receive.
May 9 - Victory Day of the Soviet people in the Great Patriotic War
- It is sad to see how in a number of countries the feat of Soviet soldiers and all civilians of the Soviet Union, who defeated Nazism in their time, is devalued. Moreover, the price of this Victory is quite high – more than 40 million Soviet citizens died during the events of this war. It is very difficult to comment on the decision of the neighboring countries that banned the St. George ribbon - a symbol of victory in the Great Patriotic War, a symbol of people who went through pain, fear, fire and smoke and defended their Fatherland. This is the memory of those people who gave their lives so that we could live in peace and harmony in the coming years. There is probably not a single country in the post-Soviet space whose citizen has not lost a relative. We stand in the position of preserving the historical truth, because a little more than 70 years have passed, and the inhabitants of a number of countries already name completely different winners, completely different heroes and forget who actually accomplished the feat and defeated fascism.
Pridnestrovie preserves the memory of the Victory and the feat of the people
- Pridnestrovie remembers the feat of soldiers, is proud of its involvement in great history, honors veterans and pays tribute to those who died during the liberation of a large country and the territory of our small republic, of course. The main thing is that we must preserve the historical memory, pass this memory on to young and young Pridnestrovians, to tell a true story about our family, the story of our heroes. And to save them in photographs, in the ranks of the Immortal Regiment that in the absence of mass processions can be placed at enterprises, in the windows of their apartments and houses of course. It is very important to visit veterans, their relatives and friends, to tell children about the events of that time, about the war, about the grief that happened in those years on the territory of a large country, to lay flowers at the Memorials of Glory, to honor the memory of heroes with a minute of silence on Victory Day. They are in every village and every city of Pridnestrovie.
