The important issues were discussed by the Youth Parliament Presidium

13.02.2023

Meeting of the Presidium of the Youth Parliament was held on the 10th of February. The main item on the agenda of young parliamentarians was the issue of amending the law on the republican budget, that part of it, which concerns the municipal program of preferential lending to young families for the purchase of housing. The Youth Parliament found technical discrepancies. The Supreme Council made a number of changes to the laws “On State Support for Young Families in Acquisition of Housing” and “On State Youth Policy” in the summer. The age has been clarified (one can receive a subsidy up to 36 years), the concept of “young family” has been expanded in particular. These two laws provide an opportunity to purchase your own housing under two schemes: a state subsidy (for 10 years, the amount of the subsidy is from 10 to 14 thousand dollars) and a municipal program of preferential loans (for 5 years, at 1% per annum, the amount is 100 thousand rubles). The changes came into effect on January 1, 2023. However, the article of the law on the republican budget for 2023 that determines the procedure for financing a preferential loan from state administrations of cities and regions (for 5 years at 1% per annum), has not been amended. There are questions about loans. It is proposed to eliminate the legal conflict to change the wording in the law on the state budget and bring them into line with the law "On State Youth Policy". The Presidium submitted the initiative of the Chairman of the Committee on Legislation and Protection of Youth Rights for consideration at the next plenary meeting of the Youth Parliament on February 16, and then it will be sent to the profile committee of the Supreme Council of the Pridnestrovian Moldavian Republic.

The young parliamentarians noted that the President of the Pridnestrovian Moldavian Republic signed the law on January 30, 2023 on amending additions to the law on local governments. It concerns the interaction of state administrations of cities and regions with the Ministry of Education in the field of youth policy. Thus, the first law-in-draft, prepared by the Youth Parliament of the IV convocation, received the status of a law and entered into force.
