Overcoming the veto

The Supreme Council overcфme the Presidential veto on amendments to the Law "On local government, public administration in Pridnestrovie". These are supported by deputies of the Tiraspol City Council proposal to give local councils the right to participate in the work of the commissions under public administrations. The head of state did not sign the law and returned for re-examination, referring to the violation of the principle of separation of powers and contradict the principles of the constitutional system. According to the representative of the Ministry of Justice, who spoke in the discussion on behalf of the president's veto, the city and regional councils are not public authorities. Parliamentarians, basing on the provisions of the Constitution and the law "On local government, public administration in Pridnestrovie" were strongly against such an interpretation. Alexander Shcherba and Oleg Vasilaty pointed out that local councils are included in the system of representative bodies of state power.

Parliamentarians told that participation of the city or district deputy in the Commission under the State Administration to the provision of the voting rights would in any case have no more than recommendation, since the Commission did not take decision in principle - they develop proposals. The final decision is always for the head of the state administration.
