The legal framework is being improved

Since the beginning of the autumn parliamentary season, the legislators of Russia have many plans to improve the legal framework of the country.

Members of the Federation Council of Russia have come forward with a legislative initiative to criminalize the illegal sale of car plates. The senators also propose to separate the theft of a car in a drunken state into a separate part of the crime. These proposals are contained in a letter that the Chairman of the Federation Council Committee on Rules Andrei Kutepov sent to the Chairman of the Supreme Court of the Russian Federation Vyacheslav Lebedev.

Colleagues of senators from the State Duma, in turn, propose to prescribe rules for such popular vehicles as hydrocrowners, segways, monocycles, on which pedestrians move with pleasure, and also register them, probably issuing registration marks. The author of this legislative initiative was the deputy of the lower house of the Russian parliament, Vasily Vlasov. With this proposal, he turned to Mikhail Chernikov, head of the Main Directorate for Traffic Safety of the Russian Interior Ministry.

Amendments to the Criminal Code, prepared by a working group headed by Deputy Chairman of the State Duma Irina Yarovoy, have already passed the first reading. According to the document, if a crime in the sexual sphere was committed against a child who did not reach the age of fourteen, and entailed grave consequences for his life and health, the pedophile will face life imprisonment. The law-in-draft also introduces additional aggravating circumstances for such criminals when they live together with children or are accused of making child pornography. Another novella is the repeal of the statute of limitations for crimes against the sexual inviolability of children until the victim reaches adulthood.

Violation of the norms of the Code of Administrative Offenses (RF Code of Administrative Offenses) of the RF includes "the crossing of the railway track outside the railway crossing, the exit to the railway crossing with the barrier closed, or with the prohibiting signal of the traffic light or the shift attendant, as well as stopping or parking at the railway crossing" (Article 12.10 ). The law-in-draft, submitted to the State Duma by the Government of the Russian Federation and adopted in the first reading, proposes to supplement this article with a new violation - "passage through an unregulated railroad crossing if a train (locomotive, trolley) is approaching within sight". Penalty for this article is proposed to increase five-fold - from 1 to 5 thousand rubles. Motorist-violators can be deprived of the rights for a period of 3 to 6 months, and for a repeated violation - for a year.

In the program of the legislative work of Russian parliamentarians, amendments to the Criminal Code (Article 327 of the Criminal Code of the Russian Federation) for the fall are proposed for "forging a passport of a citizen or a certificate granting rights or exempting from duties for the purpose of using it or selling such documents" term up to three years, or forced labor for up to three years, or imprisonment for up to three years. In accordance with the current version of the Criminal Code of the Russian Federation, the sanction for the production of counterfeit passports is up to two years.

The government introduced amendments to the Code of Administrative Offenses, which also proposes to tighten penalties on several items (19.11, 19.18, 19.23): forging documents, forms, seals, and providing false information for obtaining passports and other identity documents and citizenship.
