Legal base was replenished

The President Vadim Krasnoselsky, having signed a number of legislative acts adopted by the Supreme Council, put them into effect. Thus, they replenished the legal base of our republic.

From January 1, 2020, donors will receive additional pensions. This is the essence of the amendments to the Law on Donation that have entered into force. The social payments necessary to improve the material well-being of this category of citizens apply to those awarded with the “Honorary Donor of Pridnestrovian Moldavian Republic” sign or a similar USSR and MSSR. Surcharge for pensions will be increased from 4 MW (38.80 rubles) to 8 MW (77.60 rubles). A new measure of social support will affect 827 people. The total amount of payments during the year will amount to 770 thousand rubles. To some extent, this legislative measure will stimulate citizens to donate blood.

Unbalance and privatize. Approximately such an algorithm will be used in relation to objects that are on the balance of republican and municipal educational organizations, but have not been used for their functional purpose for five or more years and, as a result, become unusable. This is the essence of the new amendments to the basic law “On Education”. This can be objects of industrial and social infrastructure, including residential premises located in educational, industrial, social, cultural buildings both in cities and in rural settlements, as well as clinical bases of medical education organizations. After they no longer belong to the sphere of education, they can be included in republican and municipal privatization programs. Later, these programs should be approved by the Supreme Council on the proposal of the government or by local councils of people's deputies on the basis of proposals from state administrations of cities.

The adoption of the law is due to the fact that the balance holder incurs significant costs for the maintenance of these buildings, ensuring their protection. Now, the burden of maintaining such facilities from educational organizations will be removed, which will allow to manage state property quickly and with greater efficiency.

The norms of the Land Code regarding the mechanism of land exchange have been adjusted. In accordance with the legislation, individuals and legal entities with rights to land plots are entitled to exchange them under a barter agreement concluded in such cases. There are also mandatory conditions for this procedure. First, the preservation of the intended purpose of land. Second, the absence of disputes about the ownership of exchanged land.

Farmers who have expressed desire to exchange land will have to apply for permission to do so with the authorized bodies of state power. The decision (positive or negative) must be made by them within 10 days from the date of application. At the same time, government bodies and local authorities are not entitled to refuse to exchange long-term use of land plots that are in inherited lifetime possession. Exchange agreements with land plots and land shares are notarized and registered in the prescribed manner. Only after this new certificates of land right are issued.

From now on, public organizations are exempted from paying the state duty, members of which are only participants in military operations in wars, armed conflicts, other military operations and other participants in the war, military conflicts in accordance with the law "On Social Protection of War Veterans". This is the essence of the amendments made to the law “On State Duty”. After signing by the President, it entered into force.

The President signed a law that approved the state target program for the preservation of immovable objects of cultural heritage of Pridnestrovie for 2019–2021. We are talking about facilities that require urgent repairs. The adoption of the program document was caused by the approach of two significant dates for Pridnestrovians - the 75th anniversary of the Victory and the 30th anniversary of the establishment of the PMR. These anniversaries will be celebrated next year. In this regard, it is necessary to put in order the monuments to soldiers who fell on the fronts of the Great Patriotic War and in defense of Pridnestrovie in 1992, buildings related to the life and work of prominent statesmen and military leaders, military graves, and to equip the territories adjacent to them. The total funding of the program is 3 million rubles.
