The Right to Social Security

It is often said that the youth – is the time to provide for a decent old age. Today, a citizen after working age is eligible for retirement pension, subject to the payment of insurance premiums in the Unified State Fund for Social Insurance. However, there are cases when the organization charge and withheld from employees' wages the premiums, but do not transfer it to the National Social Insurance Fund budget. As a result of the lack of evidence supporting the fact of payment of premiums for a certain period in the calculation of seniority, eligibility for a pension, this period is excluded. For this reason, the pension is calculated at a smaller size, or at a later date. In order to legalize the inalienable rights of citizens to receive the retirement pension, the deputy of the Supreme Council, Oleg Vasilaty proposed initiative on amendments to the Law "On State Pensions of citizens of PMR".

 The law-in-draft provides for changes in the conditions, giving the right to a retirement pension and replaces the fact of payment of insurance contributions from organizations of workers in the National Social Insurance Fund budget the fact of charging and deductions from benefits, charged to organizations in the Social Insurance Fund for pensions.

Both parliamentarians and representatives of the executive authorities have confirmed the existence of this problem. Various suggestions for its decision were given. They talked not just about the participation of citizens in the process of deduction of insurance premiums, but the necessity to strengthen the legal responsibility of employers, while maintaining the existing system of pension accounting.

The current problem is more related to former employees of collective farms and state farms, who received salaries in natural terms: grains, vegetables and fruits.

The initiative of Oleg Vasilaty after discussion during the voting had not scored a single vote to be considered as adopted in the first reading. As a result, the document was rejected a proposal to change the concept of the author.
