The Supreme Council on instructions from the President Vadim Krasnoselsky, considered draft resolutions on announcing an amnesty for conscripts who evaded military service on draft. The document was sent by the President in connection with the 22nd anniversary of the adoption of the Constitution of the PMR. As explained by Minister of Justice Alexander Shevchenko, 389 people will be entitled to correction.
The proposal of the President was supported by the Committee on Legislation responsible for the preparation of draft resolutions. As it was noted by Deputy Chairman of the Committee Grigory Dyachenko, this decision will put the period in respect of persons for whom criminal cases were suspended due to the absence of the accused.
The Supreme Council on the initiative of Vadim Krasnoselsky adopted in 2017 a package of legislations, aimed at improving the conditions for military service on conscription. It is transferred from the round-the-clock mode into the working day mode. The young people are given the opportunity to combine the service with training in universities. Innovations have already given a positive result - the number of offenses significantly decreased. In the first 9 months of 2017, only 17 criminal cases were initiated by investigative units and inquiry agencies in connection with the evasion of servicemen from performing military service duties, and only 10 criminal cases are in the production of investigators of the Military Investigation Department of the Investigative Committee.
The draft resolutions on the announcement of amnesty were adopted by parliamentarians in the first reading. The second reading is scheduled for December 27.
