The parliamentarians considered the law-in-draft concerning the powers of militia officers in the sphere of road safety in the course of the plenary session in the second reading. As for the authority, the parliamentarians proposed to register their details in the law. This proposal of authors justified the recent increase in cases where Traffic Militia officers of PMR stopped vehicles without a good reason for involving violations of traffic rules.

One of amendments prepared for the second reading were intended to exclude unreasonable control by law enforcement officials. Its essence simply states: "when you do not violate traffic rules – you are not stopped". As noted in the discussion, amendment and its adoption could lead to an increase in the number of road accidents; reduce the level of traffic safety. A video on the topic "What causes ignoring traffic rules" was shown as evidenced by representatives of the Ministry of Internal Affairs. The head of department Gennady Kuz'michev provided statistical data, according to which 165 thousand administrative protocols were made in 2014. 85,000 during the first quarter of this year, 35,000 of which have recorded cases of traffic violations. Militia have identified 2300 drivers operating a vehicle while intoxicated as a result of traffic vehicle stopping.

In the course of the voting, the amendment was not supported by colleagues deputies.

Another proposal was regarding securing for militia officers of the right to carry out search of persons, their belongings and vehicles only when there is credible information that they are in possession of weapons, ammunition, weapons and ammunition to withdraw them in absence of legal grounds for their carrying or storage. The head of the parliamentary committee Andrey Sipchenko receive complaints from citizens that in some cases the Militia does not extend keeping of weapon permission.

According to the minister, there are slightly different requirements to the procedure of extending the authorization at the moment. The emphasis is on the need for conscientious attitude of citizens to the storage of weapons, because several cases of theft civilian rifles and use its criminal elements in recent years. In this regard, according to the head of department, it is necessary to apply additional security measures. Taking into consideration that it is possible to confirm the accuracy of the information about the illegal possession of weapons only during the inspection, the deputies did not support the amendment relating to the inspection of people and vehicles in the presence of reliable information.
