The Rules of NGOs work

28.02.2018

Many years of work to create a legal framework regulating the activities of non-profit organizations was completed during today's plenary session by adopting a package of relevant legislations in the second, final reading. This was preceded by a radical change in the concept of legislations regulating the work of NGOs, excluding the use of such a concept as a "foreign agent", holding four public hearings on this topic and their adoption in the first reading.

The controversy during today's meeting focused on the amendment of vice-speaker Galina Antyufeeva. The essence is not to classify human rights activities as political.

According to the head of the responsible committee, the two most important elements formed the basis of the package of legislations prepared for the adoption by the deputy corps in final reading of the legislations regulating the work of NGOs: the definition of what is relevant to political activity and which social organizations can be considered as socially oriented.

In an interview with parliamentary journalists, Igor Buga referred the package of legislations, adopted by the deputy corps in the final reading to the sphere of public security of the state. According to him, law enforcement practice will be further developed in the future. It is also important that socially oriented NGOs will be able to attract funds for the implementation of social and humanitarian projects from abroad, as well as rely on certain preferences from the state.
