11.02.2015

The Supreme Council did not support the government's proposal to amend the law "On the domestic trade", involving the introduction of a list of local products, whose presence on the shelves of our grocery stores would be required. Parliamentarians, without denying the need to support domestic producers and strengthening their position in the domestic market, considered the adoption of the initiative as presented unacceptable. The developers of the law-in-draft have proposed to oblige the retail grocery stores, shopping halls area of not less than 100 square meters, to constantly made available in produced in Pridnestrovie goods in a certain amount and variety. Deputies talked about the controversy of this provision to logistics and trading business principles.

Relevant committee recommended the deputies to reject the initiative with a proposal to change the concept of the author. This will allow to re-submit the revised document to the Supreme Council for the current session. At the same time, Viktor Guzun focused on the fact that the Government's proposed mechanism is, in fact, in practice, not the first day realized. April 8, 2014 the Resolution of the Government, referring to which members of the executive not only check the trading companies, but fined them for reflection capacity of local manufacturers not 100%. The sanctions size - is from 10 to 20 MW.

Deputies followed the recommendation of the responsible committee: the law-in-draft on Amendments to the Law "On the domestic trade" rejected and sent to the author to change the concept.

The wording provided by the Supreme Council and the government law-in-draft aimed, according to developers, to protect the rights of consumers, were not supported. This was a proposal to oblige the seller to give the customer a receipt. According to Victor Guzun, this issue is fully regulated by the current legislation. The consumer has the legal right to demand the receipt. Seller shall issue this document upon request.
