The aim of the meeting of deputies, representatives of the executive branch, the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie and insurance companies was the discussion of the law-in-draft regulating the motor insurance issues. The document was sent to the Supreme Council in March 2014. Deputy corps adopted it in the first reading, taking into account the fact that the project should be finalized by the second reading. Parliamentary committees held a number of workshops, listened to the views of stakeholders in the course of parliamentary hearings. Collected proposals were conceptual in nature. The plan that requires the adoption of the law is to come into effect from January this year. At the same time the President issued a decree on the introduction of MTPL from 1 June 2015. The insurance company, which is to protect the rights of car owners, was called JSC "Universal insurance systems".
Executive Director of the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie Vladimir Berkovich drew attention to the existing secrecy of information relating to sums of money collected by the acquisition of car owners’ insurance policies. He also emphasized the importance of competition in this respect. To date, there are 4 insurance companies registered in the republic, who are ready to do car insurance. One of them is JSC "Insurance House". According to the general manager of the company, the law should spell out clearly, how the basic insurance premium will be formed and how payment will be carried out.
Representatives of the insurance companies gave an example of MTPL in neighboring states. In the Republic of Moldova insurers provide benefits for retirees. Director of JSC "Standard Insurance" Eugene Rossovskii told about the fact that the amount of the insurance premium directly encourages motorists to road safety.
Representatives of insurance companies have noted the importance of taking into account the deterioration of the vehicle upon payment of insurance compensation. They suppose that some formula must be spelled out in the law.
Parliamentary committee chaired by Efimy Koval has worked on the views of stakeholders almost for a year. All offers are accumulated in the parliamentary version of the law-in-draft to regulate a wide range of issues in the sphere of automobile liability insurance. Working group is scheduled to return February 25 during the second workshop to the theme of the legislative regulation of MTPL.
