The State Duma Committee on the Issues of Family, Women and Children recommended the adoption in the first reading and immediately the government law-in-draft on the extension for another 2 years - from 2016 to 2018, the program to provide maternity capital in the birth or adoption of the second and subsequent child.

The Head of the Committee recalled that the forecasted inflation rate, according to the Ministry of Economic Development, 6% in 2017 and 5.1% in 2018.

December 11 the government introduced a law-in-draft to extend the maternity capital program until 2018 in the framework of the implementation of the Presidential Address to the Federal Assembly.

3 December Putin, speaking on the annual address, said that he considers it necessary to extend the maternity capital program for at least two years.

Maternal capital was introduced in Russia in 2007 as a measure to stimulate population growth. It applies the birth or adoption of a second or subsequent children. The using of maternity capital is possible to improve living conditions, education of the child or mother's pension increase.
