Underpayment hard-earned money by citizens creates difficulties with payment of utilities, purchase of medicines, and others. Previously, many hoped for compensation for "burned" deposits in the early 90s, now complicated situation in the republic deprives the illusive hopes.

Due to the fact that the budget received inadequate investment of funds, as well as in other sources that is essential for the implementation of social obligations in the past year, there were underreporting execution was suspended. Residents of rural settlements are puzzled by finding means of survival. State guarantees in the form of cash payments will be made to state farms employees (pensioners), if the total service work duration on state farms is not more than twenty years. Parliamentarians intend to prepare an appropriate legislative initiative in order to protect the rights of all former farm workers and to include not only state farm workers, but farmers but with twenty years of experience in the category of shareholders.

Among the problems that the residents of Chobruchi concern more than one year, - there is a debt to pay for water consumed for irrigation of land. It is a few thousand for many of them. Inhabitants of Chobruchi argue that the sum of the products of charges commensurate with the consumption volumes. The fact is that villagers use of artesian wells for watering their plots and the amount of receipts for the consumption of tap water appears to come from the area of ​​the house and the adjoining land. As explained by Oleg Vasilaty, residents were asked to install metering devices, then SUE "Water consumption and water discharge" produce recalculate accrued amount. Today the meters are installed in almost all homes of Chobruchi, but the debt figures have not disappeared. Practice has shown that charges have been suspended, but the procedure for the allocation has not been settled by government decree.
