The Supreme Council adopted in the second final reading the legislations, the responsibility for which is the Committee on Regional Policy, Local Self-Government and Housing and Communal Services in the course of the plenary session today. The initiative, directed by the Government, provides a mechanism for solving the problem of abandoned buildings and non-residential premises of multi-apartment residential buildings. State administrations of cities and regions in this part receive more powers.
The essence of the amendment of the legislation is that state administrations can issue a warning about the need to bring the object into proper condition and set a period for mandatory repairs - from 3 to 18 months. The law prescribes good reasons, due to which it is impossible to carry out the necessary construction work on time, one of them is natural disasters. If the owner after a warning is inactive without a good reason, state administrations can file a lawsuit with the court, which will decide on the sale of such property at public auction. The amount from the sale will be transferred to the owner, minus the costs of bidding and the execution of a court decision.
The profile committee noted: in law enforcement practice, it is possible that additional legislative regulation will be required to solve the problem of abandoned buildings and non-residential premises in cities and regions of the republic.
