Political activities of non-profit organizations

In October last year, Vladimir Putin instructed the Kremlin administration to resolve the issue of clarifying the concepts of political activity of non-profit organizations in Russia. Corresponding law-in-draft was introduced in the State Duma, but experts say that there is an item in the document by which almost everything can be a notion of political activity. Law was presented by multi party group of deputies headed by Chairman of the State Duma Committee on Constitutional Legislation and State Building Vladimir Pligin.

 The last of these points - "socio-economic and national development of the Russian Federation" - embracing. Today activity in the sphere of science, culture, art, health, promotion of healthy lifestyles and charity do not belong to political. However, here it is difficult to draw a clear line.  

Legislative regulation of non-profit organizations put Pridnestrovian parliamentarians into an embarrassing situation. A package of relevant initiatives is in the appropriate committee. We discuss the functioning of NGOs involved in political activity and receiving money and other funds from foreign sources.

Special procedure for control of revenues and expenditures of non-profit organizations was supposed. The initiative we are talking about expanding the circle of persons who are forbidden to donate cash and other assets to political parties. An important responsibility, which is planned to register in the Criminal Code and the Administrative Code provides for violation of the law.

A detailed discussion and analysis of the proposed regulations will be continued within the framework of the parliamentary hearings, which will take place February 26 at 14:00 in the plenary hall of the Supreme Council.
