Meeting of “The Obnovlenie”parliamentary faction was held by tradition on the second working day of the week. Deputy Prime Minister Stanislav Kasap and the official representative of the President in the Supreme Council Anastasia Kipyatkova were invited to participate in its work. She presented to the members of the faction the draft law “On the approval of the state program “Regulation of the number of street animals in Pridnestrovian Moldavian Republic using the method of catch – sterilization – vaccination – return to habitat” for 2019–2024”. The President made a speech with the initiative of its adoption, and in the regime of legislative necessity. On the eve the law-in-draft was considered in the relevant committee on state regional policy. The conversation on this topic was continued in the course of the meeting of the faction.
The fact that it needs to be addressed is testified not only by the numerous appeals of citizens to the highest state institutions, but also by the number of people, including children. Among the main reasons for the increase in the population of stray animals are spontaneous landfills with food waste and ownerless buildings where they can hide. The main idea of the law-in-draft is to use the recommended method, the essence of which is reduced to the sequence of procedures for catching, sterilizing, vaccinating and returning animals to their former habitat.
This year, it is planned to allocate 800,000 rubles from the republican budget for these events. According to the draft program for the second half of the year, financing its implementation will cost 211 thousand rubles. This order of numbers confused many of the participants in the meeting.
Considerable financial resources will also have to be found for construction according to all existing rules and norms of nurseries, where all the above-mentioned manipulations with stray animals will have to be carried out. According to the draft program, they should appear in Tiraspol, Bendery and Rybnitsa.
Addressing this chronic problem, an integrated approach is important, deputies said during the meeting.
The head of the parliamentary committee on state regional policy Anton Onufienko informed the participants of the meeting about the decision taken the day before by his deputies to recommend the deputies to reject the law-in-draft. In this regard, he said that the Supreme Council adopted in first reading law-in-draft "On housing of dogs and the regulation of the number of neglected and abandoned dogs in Pridnestrovie," the author of which was the Bendery City Council. Work on it continues, including with the participation of Government representatives.
In continuation, members of “The Obnovlenie” parliamentary faction discussed the final adoption of the state target program for the development of tourism, the peremptory norm prohibiting the sale of electronic cigarettes and hookahs to minors, the payment of compensation to employees of the military prosecutor’s office upon retirement, etc.
