Law-in-draft with additions to the law "On measures of state support in connection with the introduction of the state of emergency and restrictive measures aimed at preventing the spread of coronavirus infection caused by a new type of COVID-19 virus in 2020 and 2021" was submitted to the Supreme Council in the mode of legislative necessity. The state of emergency was introduced on the territory of the Pridnestrovian Moldavian Republic, and then quarantine restrictions. Businesses that prepare food for schools and other educational institutions have been suspended due to the pandemic in 2020. Most of the employees of these enterprises were sent to idle time. According to current legislation, downtime must be paid for. Catering companies were forced to take out loans to pay salaries to their employees. The organizations received soft loans for these purposes, which had to be repaid by June 30, 2021.
