Caused by the actions of both external and internal negative factors the economic situation has led to disastrous financial and economic position of many state and municipal unitary enterprises, to their pre-bankruptcy state. The Legislative initiative Vasilatiya Oleg and Oleg Leontiev, designed in the form of "On the restructuring of state and municipal unitary enterprises" was aimed at the intensive care unit of economic entities, the expansion of the list of restructuring mechanisms. As lawmakers noted, most of these business entities have accumulated debts to pay wages to employees, tax payments to the budget and extra-budgetary funds.

However, the government spokesman, Deputy Minister of Economic Development Inna Linnik pointed to the impossibility of the law-in-draft adopting by the deputies. This position caused deputies outrage, recognizing, however, as the representatives of the executive authorities, the existence of this severe economic and social problems.

A list of debtors of the and municipal unitary enterprises was expanded in the speeches of the deputy Oleg Vasilaty (slobodzya "Aqua Channel") and Vadim Doni (housing and communal services Pervomaisk). There was recorded a considerable arrears of wages to employees who, even with the assistance of the State Service of Bailiffs were not paid for a long time.

Opinion on the relevance of a legislative initiative of colleagues, the need for its prompt adoption was sounded in speeches of deputies Vitaly Kalina, Vasily Vlasov, Alexander Korshunov. The result of this belief was the unanimous vote for the adoption of the draft  law "On the restructuring of state and municipal unitary enterprises".
