Support of agriculture at the legislative level

17.11.2020

The Supreme Council adopted in 2018 the State Program for the Development of the Agro-Industrial Complex until 2026. It implies ensuring the rapid development of priority sectors of agriculture, primarily animal husbandry, improving the conditions for the functioning of agriculture, improving the mechanisms for regulating the markets of agricultural products, raw materials and food, as well as increasing the share of food products produced in Pridnestrovie in the total consumption.

The agro-industrial complex development program is already in effect. The state began to allocate money to agricultural firms for the purchase of breeding cows of special dairy breeds. The livestock in the republic must be increased in order to establish an uninterrupted process of its own dairy production. The results are already there: thanks to state subsidies in the republic there are half a thousand more cows, another three hundred will be delivered by the end of the year. The Supreme Council approved the allocation of 5 million rubles for this purpose. They plan to allocate 8 million next year.

The development of dairy farming is envisaged by the state program and by subsidizing Pridnestrovian agricultural enterprises and peasant farms. The so-called "milk subsidies" began to be issued in 2018. At first, the agrarians were paid 50 kopecks from the budget for each kilogram of milk handed over for industrial processing. From 2019 - 1 ruble for each liter of milk. In six months of 2020 alone, 41 dairy farms received subsidies from the state - the number of milk producers has doubled compared to last year. “Dairy subsidies” are a good incentive for livestock breeders to acquire modern machinery and equipment, increase the livestock population, and create additional jobs.

The state program also provides funding for laying stone orchards and preferential lending to agricultural firms.

The development of land reclamation in Pridnestrovie is a topic that has been discussed for a long time, but it has become especially relevant in 2020. A long-term project that will bring agriculture to a higher level, create jobs and bring additional revenues to the budget. All this regardless of weather conditions, especially drought. A state program on land reclamation and the law "On land reclamation" are already being discussed in the Supreme Council. Deputies consider that repairs and construction of irrigation systems are important for good harvests and food security.

This year, the state is supporting farmers who have lost part of their harvest due to weather conditions. Assistance was provided to those agricultural firms that lost more than half of their winter crops, taxes were also reduced for agricultural producers who could not sow their fields in spring due to drought.

The deputies of the VI convocation lowered the rate of payment for land and expanded the list of recipients of payment for land shares.

Agrarians and agricultural producers on a regular basis receive soft loans from the State Reserve Fund to expand production, purchase new equipment and develop their farms.
