"We do not realize a single task without healthy people" These words of the deputy of the Supreme Council, the doctor Sergei Cheban refrain passed through the entire discussion of the topic of prospects for introducing a system of compulsory health insurance in Pridnestrovie. On the history of its emergence in various countries, the experience of the application of CHI to the participants of the discussion held within the framework of the Pridnestrovie economic forum was discussed by its moderator, the dean of the medical faculty of the PSU Rostislav Okushko.

Medical insurance for the first time was introduced in Germany in the 19th century. It became a system of "maintaining the health of the productive forces". In the present century it was used at the legislative level by the post-Soviet states, where it is successful, where not very much. But at the same time, no country has copied the health system from another, so this industry is so specific.

The current situation of our long-suffering medicine was spoken by Health Minister Andrey Guranda. In theory, not in practice, we have free medicine. All its troubles from insufficient budget financing. This is confirmed by the figures. The cost of health care is 4.9% of GDP. Moreover, 87% of the funds allocated by the state are used to pay for medical personnel. It is for this purpose that the line ministry is currently engaged in the search for an optimal model for the development of the health care system.

A retrospective view of the past was drawn in his speech by the Chairman of the Committee of the Supreme Council of Social Policy, Health Care, Labor, Family and Childhood Issues Sergei Cheban.

According to the parliamentarian, one of the main obstacles to the introduction of local self-government is that for a large number of people, which are 12 categories, or within 250 thousand people, the state must pay for the insurance policy. There are currently no such resources in the republic. Concluding the speech, the people's deputy expressed his conviction that for the state, despite all the economic difficulties, medicine should be a priority.
