Two blocks of amendments to the draft budget related to the balances in the road fund by the end of 2015. They regulate the same issue, but different in the finance allocation. It is about 45,5 million rubles, which went to the fund over the planned one. The Supreme Council offers all that money to send to the stabilization fund. The government insists on the division of the amount into two unequal parts. Just over 19 million is proposed to use the state to perform its obligations to pay salaries and pensions, and 25 million, according to the executive, should be directed to repayment of debt to the Dubossary HPP. The initiator of this debt is the Ministry of Regional Development, or rather, road repair and construction management of the republic, who borrowed this amount from GES to carry out work to bring in the proper state of the roads to the celebration of the 25th anniversary of the republic. Parliamentarians have matured quite a reasonable question about the legality of the used mechanism. Moreover, members were reminded that the issue was raised in the past year as part of the consideration of one of the legislative initiatives, and even then the parliamentarians spoke clearly against legalizing spending undertaken outside the law.

At the end, deputies voted in favor of the committee amendments. Last year's balances with the road fund account will be fully directed to the stabilization fund.
