The parliamentarians considered more than 30 issues in the course of the plenary session this week. New legislations in the sphere of road safety, payment of state duties and the theme of gardening were discussed.

The institute of compensatory gardening will appear in the republic in the near future. Compensatory gardening works like this: you need to plant two instead of one felled tree. The need to introduce such a norm was first mentioned by the President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky. The parliamentarians agreed with his opinion and adopted amendments to the Forest Code in the second final reading this Wednesday. The requirements of the new law will affect the entire territory of the republic. Double compensatory landscaping will be mandatory in settlements, parks, squares, arboretums, botanical gardens, groves, boulevards and agricultural lands.

Another package of legislations concerns road safety.

The changes are aimed at limiting the driving of those who have medical contraindications. It is proposed to introduce the exchange of necessary data between the Ministry of Internal Affairs and the Ministry of Health for this.

It was noted in the Ministry of Internal Affairs that we are talking now about those who are registered with a psychiatrist or narcologist if they have a driver's license. The rest of the medical secrecy will remain inviolable. The deputies agreed at the plenary session that such a law-in-draft is necessary. As part of the preparation for the second reading, all the comments of the parliamentarians will be taken into account, said the representative of the Ministry of Internal Affairs and the Chairman of the relevant Committee.

The parliamentarians considered amendments to the law “On State Duty”. In preparation for the second reading, the relevant committee introduced a number of amendments to the original law-in-draft. The deputies adopted amendments to the law at the suggestion of the Government. An increasing coefficient will be applied to the amount of the state duty, that is, the fee will increase for a number of registration actions now. Thus, a coefficient of 1.3 will be applied for the payment of tax dues on court cases that are considered by the Constitutional Court, the Arbitration Court and courts of general jurisdiction, as well as for the registration of civil aircraft. Norms have been adopted on a slight increase in the state duty for registration services for legal entities and individual entrepreneurs (from 1 to 5 estimated levels of the minimum wage). A slight increase in the size of the state fee is expected for citizens of the Pridnestrovian Moldavian Republic for the restoration of damaged or lost documents (from 5 to 10 minimum wages). The new rules will come into effect on January 1, 2023.
