The Supreme Council decision included draft changes the rules of the Housing Code, proposed by Alexander Scherba and Oleg Vasilaty to the agenda of the plenary session. It is about the regulation of the technical operation of the housing stock. Parliamentarians noted the presence of a number of legislative and institutional gaps in the existing legislation, as well as close information on the expenditure of funds paid by citizens as the price of housing. The developers of the law-in-draft consider it necessary to introducethe concept of "technical maintenance of residential buildings" as well as the rights and obligations of the participating entities in the legislative environment. In addition, prescribed legal status and procedure for maintaining the operational documentation.Another important point is: the authors of the initiative insist that the list of payments from citizens, must be fixed at the legislative level.
Proposed changes to the Housing Code - this is part of a comprehensive work carried out by the deputies in the sphere of housing and communal services reform. Necessary adjustments will be made as to the Administrative Code and the Criminal Code. Work is in progress and on draft laws regulating the relations connected with major repairs of apartment buildings. Part of the document has already been adopted in the first reading, others are waiting for the decision of the deputies, and others are in the process of development and approval.
Members of the Presidium discussed a number of other legislations. Deputies of the Committee on education, science and culture developed, for example, draft of a new for Pridnestrovian legal framework law "On Cinematography". They also offer a deadline of amendments to the order of receipt and list of entrance tests for training on educational programs of higher professional education. The relevant provisions will be included in the Law "On education".The Supreme Council Presidium decided to hold the next plenary meeting, scheduled for November 16.
