First steps to the budget development

In addition to social guidelines, the law “On the Republican Budget-2019” defines a number of targeted expenditures aimed at supporting the real sector of the economy. As noted by the chairman of the parliamentary committee on economic policy, budget and finance Alexander Korshunov, the law contains norms that will help the development of business activity, support entrepreneurs and enterprises. As part of the third reading, the main financial document of the next year was supplemented with a number of applications. The deputies paid special attention to the capital investment program. The corresponding fund was first formed within the framework of the budget of this year, the implementation of the program has demonstrated high efficiency.

Traditionally, the budget contains the Environmental and Road Funds. The size of the latter in 2019 increased by 40 million rubles. Part of the funds will be spent on restoring the pavement of schools and preschool institutions. The volume of the Ecofund also shows a slight increase. Innovation budget 2019 is an enterprise development fund. About 24 million rubles will be allocated for these purposes. Including the possibility of concessional lending to small businesses. The priority is agriculture, the production and processing of agricultural products, in particular, the purchase of heifers of cattle and the laying of gardens of stone fruit crops.

One of the amendments, which the deputies discussed in the framework of the third reading of the budget law, concerned subsidies to dairy producers. The parliamentarians supported the government’s proposal to increase its size to 1 ruble per liter of milk that was submitted for processing. This year, the size of the subsidy was 50 kopecks, but already allowed domestic farmers to increase production volumes. The deputies expressed confidence that the support measures continued next year will keep prices for domestic milk lower than for imported products.

In general, according to the head of the relevant committee, the budget for 2019 is not yet a development budget, but the first steps in this direction have already been made.
