"All budget funds are people's money, and every deputy or official is obliged to report to the people on where they were spent". Deputy of the Supreme Council Pavel Shinkaryuk especially emphasized this phrase in his speech, presenting a report on the work done in the constituency. The meeting with voters for constituency No. 21 "Slobodzeya" was held last Saturday in the House of Culture in the Russian part of the city.
The report included detailed information on what was done over the past year, with a full breakdown of all expenses.
Deputy of the Committee on Education, Science, Culture, Public Associations, Sports, Information and Youth Policy Pavel Shinkaryuk focused in the first part of his speech on the legislations adopted with his participation. He initiated a legislative initiative to ban the use of mobile phones during school lessons in 2024. The deputies of the Supreme Council supported the proposal, and the ban came into force on September 1 last year.
In collaboration with his colleagues on the committee, Pavel Shinkaryuk worked on other legislations: to reduce the paperwork burden on teachers, ban the sale of vapes to minors, the procedure for the transition of students of Pridnestrovian State University named after Taras Shevchenko from paid to budgetary education, and the protection of children from information harmful to their health and development.
It was also possible to solve the problem of clarifying the norm of the Housing Code, which concerned the purchase of housing for orphans. There were cases when local performers could not buy an apartment for these purposes because of the square footage, which exceeded that specified in the Code, although the price was suitable by all parameters. As a result, changes were made and the square footage was indicated with the note "not less than", which allowed orphans to buy housing of a larger area, if the budget limits were not exceeded.
The parliamentarian spoke about the work in the district, carried out under the Capital Investment Fund, about road repairs and street lighting. He focused on the implementation of the program of voters' orders.
The parliamentarian provided assistance with the purchase of shoes and stage costumes for local dance groups "Rhythmic Dance" and "Anastasia" under the program of orders. He financed the work on the installation of street lighting on Rechnaya and Ogorodnaya streets. The "Union of Defenders of Pridnestrovie" non-government organization in Slobodzeya received new office equipment, and the Children's Music School received sound amplification equipment. Construction materials were purchased for the renovation of the Slobodzeya Polytechnic College gym. The deputy especially noted that he is always open to new initiatives and proposals from city residents. The public reception continued to operate at the address in 2024: 26a, Frunze Street, Slobodzeya. Pavel Shinkaryuk began receiving in the Russian part of the city – at the football school in December last year.
