Deputies supported the proposal of Oleg Vasilaty and Alexander Scherba on a legislative level, all issues related to the operation of the housing stock. Parliamentarians, pointing to different kinds of inconsistencies and legal gaps, proposed a number of amendments to the Housing Code. This is the introduction to the legislative environment of the basic concept of "technical maintenance of residential buildings", the definition of the procedure of its implementation, the rights and duties of the participating subjects.
Another important point is the emergence of "maintenance documentation" of the term. Each apartment building has to be a kind of "technical passport", which carried out all the work and the flow of funds to be reflected, collected from tenants. It is expected that the document will assigned a status of strict accountability. Access to them will be provided for all tenants.
A further aspect, which was emphasized by some of the authors of the law-in-draft, Oleg Vasilaty, - development and approval of the list of fees charged to citizens. This list shall be fixed by law in order to escape from the probability of occurrence of any new types of payments initiative by state agencies.
Oleg Vasilaty said that at the stage of pre-session work of the relevant committee has held several meetings with the participation of representatives of the executive authorities. Received substantive comments have been noted and will be considered in the preparation of the law-in-draft for the second reading.
