The Expansion of the List of Shareholders

Collective and state farms have sunk into oblivion with the collapse of the Soviet Union. However, there have been talks about agricultural land of former collective and state farms and distributed under the shares for two decades. In recent years, the Pridnestrovian legislation in the sphere of state guarantees on settlements with citizens who have the right to land (share) was perfected. If the issue with the benefit was resolved with former collective farm workers, in relation to employees and retirees of state farms remained open. Parliamentarians considered the initiative at the plenary session, the essence of which was to provide state guarantees in the form of cash payments to state farms employees (pensioners), general labor experience in state farms of which not less than ten years. Deputies of the Committee on agriculture, transport, construction, natural resources and ecology offered to extend the total length up to twenty years with purpose that list of shareholders could include state farm workers with full seniority, but dismissed at the time of the process contrary to land share. The Committee proposed to include teachers state farm colleagues in the category of shareholders. They will be entitled to receive material compensation, only since December 1, 2015.

In the course of discussion, deputies focused on another category of people - former employees of collective farms, which at the time the process contrary to land share land not included in the number of shareholders. According to legislators, the rights of all former agricultural workers should be protected.

Deputies proposed by mean of these amendments to retain the rights of heirs to receive payments regardless of where they live. In accordance with the provisions of the Civil Code the heirs should receive financial reward and compensation without the condition of having residence permit or registration in rural and urban areas, in the territory of which reformed agricultural organizations were previously registered.

The deputies adopted a package of legislations amending the laws "On state guarantees payment to citizens who have the right to land (share)" and "On share levy" in the second and final reading.
