The parliamentarians in the course of the plenary session considered and adopted law-in-draft in the first reading that provides for amendments and additions to some legislative acts of the Pridnestrovian Moldavian Republic. The initiative was prepared by the deputies of the previous VI convocation together with the law on procurement, and establishes the responsibility of officials for the observance and implementation of the norms prescribed in it. The deputies with the adoption of this law-in-draft decided to wait to see how the procurement law works in real conditions and to identify with which norms execution the officials may have problems.
The deputies of the Committee on Economic Policy, Budget and Finance discussed the document with representatives of the Government of the Pridnestrovian Moldavian Republic as part of the preparation of the legislative initiative for the first reading. The parties agreed that responsibility for non-compliance with the provisions of the law on procurement should be included in the legal environment of Pridnestrovie. The law-in-draft proposes to fix administrative and criminal liability for violation of the legislation of the Pridnestrovian Moldavian Republic in the field of procurement of goods, works, services for state and municipal institutions and enterprises.
Deputies of the relevant Committee consider that the most understandable and transparent procurement procedure and the liability measures established for its violation will not only save budget money, but also conduct procurement as efficiently as possible.
The legislative initiative needs to be finalized and adjusted. The Committee on Economic Policy will invite all interested parties to discuss the amendments in preparation for the second reading.
