Liability for false reporting of a terrorist attack and extremism

The Supreme Council adopted the law-in-draft of the President on liability for false reports of a terrorist attack and extremism in the second final reading. The initiative was introduced due to the fact that since the beginning of this year, the number of unreliable reports about the mining of buildings of social facilities and authorities has become more frequent. The Committee on Legislation, Protection of the Rights and Freedoms of Citizens prepared amendments for the second reading. Some articles have revised and reduced the penalties for crimes originally proposed by the law-in-draft.

According to the adopted law-in-draft, taking into account the amendments, for knowingly false reporting of an impending explosion, arson and other actions dangerous to human life that have been committed against social infrastructure facilities (schools, clinics, hospitals) or have caused major damage (more than 5000 minimum wages), a fine, compulsory or corrective labor or imprisonment for a term of 3 to 5 years. This corpus has been transferred to the category of moderate gravity, by analogy with the Criminal Code of the Russian Federation.

The current terms of punishment in the form of imprisonment were retained for public calls to extremism: up to 3 years, and with the use of the media and the Internet - from 3 to 5 years. Imprisonment from 5 to 7 years is for such a crime committed with the use of official or official position.

Actions aimed at inciting ethnic, racial, religious hatred are punishable by imprisonment for up to 3 years, as was previously provided. Imprisonment from 3 to 5 years will be provided for the same crimes, but committed by force, with the use of official position or by an organized group.
