Responsible of dogs keeping: the question remains open

The Bendery City Council of People's Deputies prepared and submitted to the Supreme Council a new law-in-draft on the responsible treatment of dogs in Pridnestrovie. Deputies discussed at the plenary session in the first reading today. This is the third law-in- draft this issue. The previous two were not accepted. A similar fate befell the new initiative.

The law-in-draft was presented by the head of the Bendery City Council Yuri Kara. The new draft law according to him covers a wide range of issues: the basic principles of keeping dogs, regulating the number of homeless and abandoned dogs, and introducing mandatory vaccination of dogs against rabies are established. In addition, the law-in-draft was planned to regulate the procedure for catching dogs and determine the general provisions for the functioning of detention centers, shelters and kennels for dogs. One of the points of the legislative initiative also provided for the introduction of mandatory registration for all dogs. The amount of the fee for mandatory registration is 1 RU of the minimum wage. The money received was planned to be transferred to the Republican Ecological Fund.

A number of problematic aspects were identified in the course of the discussion of the law-in-draft. One of the important questions is who will be responsible for its implementation. Vice Speaker of the Parliament Galina Antyufeeva noted that the draft law was not finalized.

Chairman of the Supreme Council of the Pridnestrovian Moldavian Republic Alexander Korshunov reminded the parliamentarians that this issue has a long history. The Speaker of Parliament urged his colleagues not to ignore the problem.

The opinions of the parliamentarians were divided. There were mainly questions related to the cost of registration and its necessity for all breeds of dogs and the place of detention from those who spoke out against for what funds the state intends to fight stray dogs and why owners, for example, in the village, vaccinate them annually. There were also calls to return to the methods of dealing with packs that operated decades ago.

the deputies of the profile committee noted in response to speeches and criticism that modern society has become more humane, and assured that they are ready to take into account all comments and opinions when preparing the law-in-draft for the second reading.

After a long and stormy discussion at the plenary session, the law-in-draft did not get enough votes to be adopted in the first reading and was rejected as a whole. However, parliamentarians are convinced that they will return to this issue.
