Deputies heard a report on the results of the Government’s work over the past year. The Government Chairman Alexander Rosenberg announced the main indicators in all spheres of the state’s life and thanked the deputies of the Supreme Council for their constructive approach and support for most of the Government’s initiatives.
The Government Chairman noted that with increasing external pressure on the republic and with negative dynamics in the export of Pridnestrovian products, the state provided support to PMR enterprises. The program of preferential lending for investment purposes also continued in 2023. The total amount of state support in 2023 for preferential loans amounted to 32.6 million rubles. The money was used to modernize agricultural enterprises and develop the reclamation complex. Support measures include subsidizing the volume of milk delivered for processing and subsidizing part of the costs of purchasing dairy cattle. The state spent 19.2 million rubles on these types of support last year.
The Supreme Council Chairman Alexander Korshunov commenting on the Government report emphasized that business entities experienced a high level of risk in 2023. The Government, the legislature, and the President had to generate and make quite serious management decisions in a short time, the speaker noted.
Additional revenues to the budget at the end of the year amounted to 140 million rubles as a result of the transition of most individual entrepreneurs to a simplified taxation system from the beginning of 2023. The state used these revenues to increase wages for certain categories of public sector workers. The Entrepreneurship Development Fund continued to function: the “Business School” and “Buy Pridnestrovian!” projects were implemented in 2023.
Speaking about the social sphere, the Government Chairman Alexander Rosenberg announced indicators on housing affordability. A building with 20 apartments was commissioned as part of the shared construction program. 90 certificates were issued for the purchase of own housing with government subsidies. 55 young families acquired their own square meters thanks to this support. In addition, 21 young families received a preferential loan at 1% for the purchase of housing or materials for its construction. The state purchased for orphans 48 residential premises worth 10.9 million rubles.
The Chairman of the Government announced the main indicators in healthcare, education, housing and communal services, culture and sports and in other areas based on the results of last year.
260 legislative initiatives were developed and sent for consideration to the Supreme Council in 2023 as part of the legislative activities of the Government. Of these, 134 bills were adopted in final reading, 12 were rejected, 14 were returned without consideration, 19 legislations were withdrawn by the Government.
Speaker of Parliament Alexander Korshunov, commenting on the results of the Government’s work, noted the constructive interaction between the executive, legislative and representative authorities under the leadership of the President of the Pridnestrovian Moldavian Republic.
