The deputies of the Supreme Council approved a report on the progress of the implementation in 2021 of the “Providing living quarters (apartments) or residential buildings for orphans, children left without parental care, persons from among orphans and children left without parental care, on period 2018-2027" state target program.
39 apartments were purchased for orphans and children left without parental care in 2021. 8 residential premises were bought in Tiraspol and Dnestrovsk, in Slobodzeya and Slobodzeya district - 10, in Bendery and Rybnitsa - 7 each, in Dubossary and Grigoriopol - 3 each, in Kamenka - 1. The state program was financed for a total of 7475209 rubles .
During the discussion, the deputies asked whether an orphan child could receive housing, the cost of which fits into the established amount, but the number of square meters exceeds the norm specified in the Housing Code. Elena Kulichenko answered that today there is no such possibility. The deputies asked what explains the difference in the number of purchased housing in different regions of the republic. The Minister for Social Protection and Labor explained this by the difference in the number of orphans in different regions.
According to the Ministry of Social Protection, the state program for 2021 was 100% implemented. The money remained, they could go for the purchase of 1-2 more apartments, but the procedure for redistributing money is long-term and did not have time to do this by the end of the year.
The "Providing housing for orphans and children left without parental care" state target program was developed and adopted by the Supreme Council in April 2017 and is designed for 10 years. Approximately 7-8 million rubles have been allocated annually in the state budget for the purchase of apartments and houses for orphans since 2018.
The main objective of the program is to provide housing for orphans and those left without parental care. 1188 orphans are on the waiting list for housing as of January 1, 2022.
In continuation of the questions voiced at the plenary session, the deputies considered and adopted in the first reading law-in-draft that will allow state administrations to independently determine the number of apartments, the cost per square meter and the area of housing provided to orphans.
According to the parliamentarian, changes in the budget for this year regarding the mechanism for distributing funding will allow local authorities to respond faster and purchase more residential premises without going beyond the budgeted amount.
Work on the law-in-draft will continue in the second reading, taking into account the comments.
