The PMR Ministry of Foreign Affairs Report for 2023

15.02.2024

The PMR Supreme Council Chairman Alexander Korshunov, vice-speaker, head of the parliamentary commission on international relations Galina Antyufeyeva and deputies of the Commission took part in the reporting meeting of the PMR Foreign Ministry Collegium for 2023.

The head of the foreign policy department Vitaly Ignatiev, emphasized at the beginning of the report that the republic faced unprecedented threats in the sphere of its foreign policy interests in 2023. The Republic of Moldova has strengthened blockade and restrictive measures against Pridnestrovie, and all this is happening against the backdrop of an artificial freeze of international negotiation mechanisms and the Moldovan authorities’ withdrawal from direct and open dialogue.

The Minister of Foreign Affairs of the Pridnestrovian Moldavian Republic emphasized that Moldova continues its course towards demolishing the legal framework that has developed over 30 years, and the number of meetings within the framework of the negotiation process last year reached a historical minimum since 2011. The amendments introduced by Moldova to the criminal legislation of the Republic of Moldova, the so-called law “on separatism”, significantly influenced the life of Pridnestrovians. Pressure is put on Pridnestrovians when passing border control, the question of resuming the full operation of the vehicle registration pointsremains open, foreign economic activity and the import of socially significant goods and medicines are blocked, and customs duties have been introduced since January 1, which have already caused serious socio-economic damage to Pridnestrovie.

Vitaly Ingatyev said that the Ministry of Foreign Affairs continues to protect the interests of the republic and the rights of citizens of the Pridnestrovian Moldavian Republic, using all available political and diplomatic tools. In particular, work continued to support the mechanisms of the negotiation process and regular interaction with participants in the “5+2” format, assist the peacekeeping mission on the Dniester, and increase cooperation with the Russian Federation. Ambassador Extraordinary and Plenipotentiary of the Russian Federation Oleg Vasnetsov took the floor, congratulated the diplomats of Pridnestrovie on their professional holiday (celebrated on February 10 - editor's note) and noted that they have to work in difficult conditions of numerous challenges and risks.

The President of the Pridnestrovian Moldavian Republic Vadim Krasnoselsky noted, addressing the participants of the meeting of the board of the PMR Ministry of Foreign Affairs that Pridnestrovie continues to take a peace-loving position and advocates peaceful dialogue despite the difficult geopolitical conditions. Vadim Krasnoselsky expressed indignation at Moldova’s attitude towards the healthcare sector of Pridnestrovie, when citizens of the PMR are deprived of the right to normal medical care and the purchase of medicines due to restrictive measures of the Moldovan side. He said that his appeals on this issue would be sent to the leadership of the International Committee of the Red Cross and the World Health Organization. As for the economy, Moldova is trying to destroy the economic potential of Pridnestrovie by blocking and refusing to open accounts in Moldovan banks for Pridnestrovian economic agents, introducing huge duties. According to the President of the Pridnestrovian Moldavian Republic, the negotiation process has actually been violated, because previously signed agreements, including the “Berlin Plus” package, are not being implemented by Chisinau.

“We always talk about dialogue in Pridnestrovie, that we are ready to discuss any issues, including status, at the will of our Pridnestrovian people. As soon as I call on the Moldovan side for dialogue, problems immediately appear. Either tariffs, then the law on separatism, then resistance... Tell us honestly and openly where we are going and what we will do, but there is no need to create problems for the people living here at the same time. Of course, a lot depends on external geopolitical problems and their eventual solution. I am a supporter of peace. You know my position, I can repeat it again. We must try all possible negotiation platforms and not interrupt the dialogue,” said the PMR President Vadim Krasnoselsky, addressing Moldovan officials and the international community.

The President aimed the PMR Foreign Ministry at continuing the political dialogue, searching for compromises, and ensuring the security of the citizens of Pridnestrovie using diplomatic tools. Vadim Krasnoselsky thanked the employees of the Foreign Ministry for their service and called on them to listen to the people and strive for international recognition of the Pridnestrovian Moldavian Republic.
