The state administration of Kamenka district and the city of Kamenka continued to work on the development of all spheres of life in 2024. The report of the head of the city Sergey Sokirka was detailed and included such areas as the standard of living of the population, budget policy, production and trade, entrepreneurship, the agro-industrial complex, the road industry, social policy, ecology and many others. The summing up of the results in a Skype conference together with the President Vadim Krasnoselsky, the head of the Government Alexander Rosenberg was heard by the Chairman of the Supreme Council Alexander Korshunov and deputies from local districts Valery Babchinetsky and Porfiry Shkilnyuk. Sergey Sokirka said, that the population of Kamenka district at the beginning of this year is 18000 people. This is 288 less than the year before. Which is largely due to natural decline: the mortality rate significantly exceeds the birth rate.
The total budget revenues of Kamenka district for 2024 are more than 121 million rubles. This is 97.4% of the plan, and 11 million more than in 2023. The budget's own revenues amounted to over 57 million rubles.
Canning factory: successes and difficulties
Canning Factory of Kamenka is one of the largest manufacturers and taxpayers in the district. A new investor acquired the state-owned stake in this enterprise in 2020. He invested several million dollars in capital construction, reconstruction, and technical re-equipment of the plant. Thus, they purchased Italian equipment for the production of green peas and corn. The juice production line was repaired, water softening stations were installed. The melioration complex in the village of Krasny Oktyabr has been restored. The enterprise already has 620 hectares of irrigated agricultural land today. However, production volumes in 2024 decreased. This is due to international economic sanctions: it is difficult for the cannery to receive export revenue and international payments for exported products.
Capital Investment Fund: what has been done
The district is developing thanks to government funds. The Capital Investment Fund program was in effect last year. 12.2 million rubles were spent on the construction and major repairs of facilities. Thus, the emergency medical care and admission department of the Kamenka Central District Hospital were renovated in the healthcare sector, and supply and exhaust ventilation was installed at the Capital Investment Fund in the village of Yantarnoye.
Cultural facilities in Kamenka District were not repaired under the Capital Investment Fund program in 2024. As part of the State Target Program "Preservation of Immovable Cultural Heritage Sites Requiring Urgent Repairs", the windows of the House-Museum of the Hero of the Soviet Union Soltys were replaced for a total of 54 thousand rubles. Work on this site will continue in 2025.
Another source of funding for the reforms is the program for implementing voters' orders. It was implemented almost 100%, the head of the city noted. Deputy of the Supreme Council for constituency No. 12 "Kamenka" Valery Babchinetsky purchased office equipment for schools and kindergartens in the city using funds from the State Program of Orders. Thus, comprehensive school No. 2 with gymnasium classes in Kamenka received 15 computers before the New Year, which made it possible to completely update the computer science class. Children studied on old equipment that was connected in 2006 before that.
Plans: what will be done in Kamenka District
The head of the state administration of Kamenka Sergey Sokirka focused on the immediate plans. Thus, the city will improve solid waste collection sites. A major overhaul of the republican highway "Kamenka - Tiraspol" (descent in the area of the villages of Katerinovka and Rashkov) is also planned. The state administration purchased and installed 3 solid fuel boilers at the expense of the Government Reserve Fund in the conditions of limited gas supplies for the operation of educational institutions. Contracts were signed for the supply of 4 more boilers - for three basic schools in large villages of the district and the largest city kindergarten in March of this year.
It is planned in the near future to place an order for the manufacture of two solid fuel boilers with a capacity of 500 kW each – for the Central District Hospital of Kamenka.
The President and the head of the Government, summing up the results, noted in which areas the Kamenka state administration needs to improve its work. Concern was expressed about the deficit of the district budget. They focused on possible sources of replenishment of the treasury and on the problem of milk sales by owners of private subsidiary farms. In general, the activities of Kamenka district state administration were recognized as satisfactory.
