The government took the initiative to change the norms of the law "On providing with temporary disability allowances, on maternity and childbirth for state social insurance". Its essence and necessity of acceptance to participants of plenary session was proved by deputy Minister for Social Protection and Labor Ivan Vasiliev.

According to Ivan Vasiliev, the adoption of these changes will reduce the shortage of funds in the Unified State Social Insurance Fund and will also encourage employers to create more favorable working conditions. Moreover, such norms, even with long terms, operate in Russia, Ukraine, other states of the post-Soviet space, the countries of the European Union.

Even before the discussion of the law-in-draft, the floor was taken by the vice-president of the Union of Industrialists, Agrarians and Entrepreneurs of Pridnestrovie Yury Cheban. He emphasized doubts that it is possible to adopt this legislative initiative at the time when the financial year has already begun.

The same opinion is shared by the deputies of the profile parliamentary committee on social policy, health, labor, family and childhood issues. Its chairman, Sergei Cheban, expressing the common opinion of his colleagues noted that such issues should be considered in the general context of the approval of the concept of tax and budget policy.

As a result, the government law-in-draft was rejected by the deputy corps.
