Taxi drivers and minibus drivers are not allowed to stop in the area of the "No Stopping" sign. The deputies adopted this rule at a plenary session in two readings, excluding from the Law "On Road Safety" such a previously existing privilege to stop under the sign and not receive a fine for it. They emphasized at the plenary session that passengers have the opportunity to enter or exit from minibuses on request in other places where there is no prohibiting sign in addition to stopping at the same time.
The authors of the law-in-draft were Supreme Council deputies Galina Antyufeeva, Gregory Dyachenko and Stepan Stepanov. The deputies were able to ask them questions of interest during the discussion of the initiative. Thus, parliamentarian Igor Buga asked about the reason for the development of this law-in-draft. As explained by Deputy Chairman of the Supreme Council, Chairman of the Legislation Committee Galina Antyufeeva, there have been more frequent cases of road accidents recently due to the fact that drivers stop outside of designated places. Such stops create problems for other cars in addition.
The norm will come into force the day after it is signed by the President. Minibus drivers, like all drivers, can pay a fine of 10 RU MZP (184 rubles) for stopping under a prohibitory sign.
The representative of the Ministry of Internal Affairs added that the ministry is working on revising road signs, including on the instructions of the President. Therefore, it is possible that some of the signs "No Stopping" or "No Parking" will be revised on those sections of roads where they are currently redundant, noted Radion Chebotar.
A provision was added to the Law "On Road Safety", according to which it is necessary to pay for travel in cash in minibuses only upon entry. This rule was regulated previously by a Government Resolution. Now the ban on paying for travel while driving will be prescribed at the legislative level.
The law-in-draft authors initiated changes to the Code of Administrative Offenses in order for this payment rule to be observed. Deputies proposed introducing administrative liability for accepting payment while driving, including for other violations of the rules for transporting passengers and baggage: a fine of 15 to 30 minimum wages (from 276 to 552 rubles) or a warning. The changes to the Code of Administrative Offenses were supported by the deputy corps. The rules on fines will come into force 2 weeks after signing.
Another innovation that the deputies supported at the plenary session is the installation of a video recorder in minibuses from November 1. Failure to comply with this requirement may result in a fine of 20 minimum wages (368 rubles for citizens) or 50 minimum wages (920 rubles for officials). Deputies were interested in the practical side of implementing the rules on the video recorder. According to the authors of the law-in-draft, with the help of a video recorder it will be possible to prove whether the driver is violating or observing traffic rules. The vice-speaker emphasized that the authors of the legislations expect a positive effect from the adopted norms: drivers will better comply with the rules for transporting passengers and the number of accidents in the cities and regions of the republic will decrease.
