January 20, 2016 the Supreme Council deputies voted for sending the request of their colleague Oleg Petrik to the Public Prosecutor of the Republic. The reason is to check the legality of a presidential decree and the government regulations governing the administration of the territory of Pridnestrovie compulsory insurance of civil liability of vehicle owners. The prosecutor of PMR Aleksandr Deli personally gave answers to the questions in the deputy request at today's plenary session. Recognition of the prosecutor was expected: the introduction of MTPL in the sub-legal level by means of adoption of a presidential decree and government regulations "contrary to current legislation". The prosecutor informed authors about this document. Executing a government decree, customs officers, performing at the state border non-core functions of insurance agents violated the law.
At the same time Alexander Deli, referring to international practice, noted that the relationship should be regulated by law, it is in the legal framework of the republic. According to the results announced by the information from the prosecutor, there appeared a large number of questions from deputies to the official. One of the main was based on the numerous appeals to the deputies of car owners, according to which traffic police officers make up the administrative protocols for lack of insurance policy. By the way, there are already 92 thousand owners at the moment. As it turns out, MTPL was introduced in violation of the current legislation; they acquired insurance documents without any legal grounds. It is difficult to imagine a situation, if 92 thousand people simultaneously appeal against these actions in court.
Parliamentarian Gregory Dyachenko expressed clear and unwavering position of deputies, both past and present convocation.
Discussion on the eligibility introduction of compulsory insurance of civil liability of vehicle owners unintentionally brought to the discussion of long-standing problems of the breadth of powers of the republican prosecutor's office. As he the prosecutor admitted the authority does not have enough to monitor the implementation of legislation on the territory of the republic. In this respect, deputies have a wide sphere of activity, have the authority to have the potential. They took advantage of the deputy of the Parliamentary Committee on legislation Oleg Petrik, who presented the appropriate legislative initiative for consideration of the legislative body.
