The appeal of the Youth Parliament to the Supreme Council was supported by the Chairman of the Parliament Alexander Korshunov. He was the author of the law-in-draft, which was presented at the plenary session to the deputies.
The definition of “young family” is proposed to be brought in line with the definition established by the law “On State Support for Young Families in Acquisition of Housing” in the law on the republican budget for 2023. Thus, “young family” is understood as “a family in the first 5 years after marriage, provided that the marriage is entered into by the spouses for the first time and at least one of them has not reached the age of 36 years” in the law on the budget. At the same time, the laws “On State Support for Young Families in Acquisition of Housing” and “On State Youth Policy” establish: a young family is a family in the first 5 years after marriage (in the case of the birth of children, without limiting the duration of marriage), provided that although if one of the spouses has not reached the age of 36, as well as an incomplete family consisting of a parent who has not reached the age of 36 and a minor child.
The law-in-draft was supported by Parliament in the first reading. Chairman of the Committee on Social Policy Sergey Cheban proposed to include the law-in-draft for consideration in the second reading in the agenda of the next plenary meeting for the speedy adoption and implementation at the local level. According to the legislation, young families are provided with budget loans for up to 5 years at 1% per annum for the purchase of building materials produced in the territory of the Pridnestrovian Moldavian Republic, for the construction of households, as well as for the purchase of housing.
