Pridnestrovians have been living in conditions of energy crisis for almost a month. There is no heating or hot water in apartment buildings, and there is no gas in the private sector, where almost 100% of houses are gasified due to the lack of gas supplies to the PMR, since January 1. Basically, Pridnestrovians turn on air conditioners, fan heaters and heaters to keep warm, use electric stoves to cook food. The volume of electricity consumed in January reached 1000 kWh for most Pridnestrovians. Pridnestrovians can pay not all at once, but throughout the year for the electricity consumed in January, when the state of emergency in the economy is in effect. This is possible due to one of the measures to support the population during the state of emergency in the economy, prescribed in the new law. The law on state measures during the state of emergency in the economy, which are designed to minimize the negative consequences of the lack of gas in the republic for both the population and economic agents, was adopted by the Supreme Council at the end of December and entered into force on January 1.
Vadim Kravchuk is a deputy of the Supreme Council for the constituency No. 14 "Metallurgichesky" in Rybnitsa. According to a survey conducted on the local Telegram channel, about 30% of Rybnitsa residents used 1000 kWh of electricity or more.
According to the current tariffs, Pridnestrovians must pay 83 kopecks per 1 kWh for electricity consumed in excess of 500 kWh per month. 1 kW/h costs 72 kopecks if the volume of consumed electricity is from 150 to 500 kW/h (inclusive). Many people cannot pay 800-900 rubles for electricity at once, so the payment for kilowatt-hours consumed in January can be distributed in parts over the following months.
Such support applies not only to the payment for electricity consumed during the period of the emergency economic regime, but for other utilities: water supply and drainage, elevator, garbage collection, and others. This is especially relevant during the period of the special legal regime, since many enterprises were forced to suspend operations and most Pridnestrovians were deprived of their previous earnings, the Supreme Council deputy noted.
The law on measures for the period of the emergency economic regime entered into force on January 1, its provisions will be in effect until the end of the period of emergency economic regime in the economy – for now until February 8. The deputies have already made changes to the new law, allowing citizens who have benefits for utilities to buy firewood at a lower price, regardless of whether there is a gas or electric boiler in the house. It is possible that new changes will be made to the law.
