The initiative proposed by the President caused ambiguous attitude of parliamentarians. The  law-in-draft proposes to develop foster care in Pridnestrovie, financially encouraging parents who have decided to take on the care of orphans.

Deputies emphasized that support for foster families is needed, but the introduction of such financing may create the juvenile justice system  in the republic. Its mechanisms are active in Western countries, where take juvenile courts decisions about the fate of children, their withdrawal from families, acting closed, without the participation of the parents and lawyers. Juvenile Justice System allows children to literally everything, and any attempt to apply the punishment of parents are considered as a crime. All this is in most cases turns grief for children and parents.

Government officials denied the connection of the law-in-draft with the system of juvenile justice, based on the fact that the institution of the foster family has existed for 10 years in the Republic, it is proposed to introduce a financial incentives parents.

Parliamentarians expressed concern that the introduction of such a mechanism can attract dishonest parents, who decided to make up for adoption.

Other parliamentarians supported colleagues. Deputy Oleg Leontiev proposed to hold parliamentary hearings in which the views of experts on the matter and members of the public are heard.

Taking into account the possible consequences of the introduction of the law-in-draft, as well as its significant impact on children's education system, deputies decided to reject the legislative initiative, sending the authors for revision.
