The right to a residence permit

Within the framework of the agenda of the plenary session, the deputy corps considered the legislative initiative on amending the Land Code drafted by Alexander Shcherba. The author suggested to settle the issue of registering residents of houses erected in the territories of gardening partnerships and cottage cooperatives at the legislative level.

Legislative initiative was supported by the deputies of the profile committee. According to the head Oleg Leontiev, the right of citizens to receive various social benefits, as well as pensions, depends on the possibility of registering at the place of residence.

Nevertheless, the government holds a position according to which registration in homes in suburban areas can be provided, if the premises are recognized as residential and have an official postal address. Deputies agreed that the above aspects can also be resolved at the level of law.

The parliament adopted the law-in-draft in the first reading by a majority of votes.

The parliamentarians supported the legislative initiative of Alexander Shcherba about changing the provision of the law "On state guarantees to citizens entitled to land share and other workers of agricultural enterprises". The author suggested that in the register of citizens entitled to share payments, the category of employees of state agricultural enterprises, namely scientific and production associations that were not state farms, but participated in the production of agricultural products. As explained by the speaker of the parliament, residents of the village Sukleya addressed him, who could not realize the right to receive a land share. The law-in-draft was adopted by parliamentarians in the first reading.
